Mike, could you sand the bad paint with some coarse paper; sand it down to the bare plastic, wash it and repaint it?
I sanded my Dash CF four times before it was smooth enough to prime, paint and clear coat.

All I can tell you about the paint problem is this. After applying some body putty and sanding the heck out of it until smooth, I washed it TWICE with dish soap and water, and rinsed it several times. I built one using J B Mayes cab also.I used a Code 3 San Diego chassis and body. I used a Tower from Chicago 63. I painted the ladder RustOLeum Charcoal, the cab and body RustOLeum red.
