The turntable is as low as it gets. There is a piece that you put on the underside that keeps its raised and has tabs that extend down in the hole on top of the truck and fold under the top to hold it in place and allows it to turn. The turntable turns and the ladder raises and lowers but does not extend and it will not raise and stay in place. All these pieces are flat and you have to bend and fold into shape and then there are tabs that either fold over or twist 90 degrees to attach the parts. The pics shown here with the ladder raised and turned, show a small metal tool holding the ladder in the raised position.
