Anyone Making Custom Decals Now-A-Days?

Hey guys,
Like the title says, I'm looking for someone who can make custom police car decals. I need someone who can print in white and make decals for dark colored cars. I just don't have this talent to make the graphics on the computer.
I've reached out to my usual people and they've all ghosted me or put me on a wait list that and then I never hear anything from again.
I've tried some other sources as well, and have ended up with very poor decals.
So, I thought I'd ask if anyone knew of someone?
